Butler Snow Attorneys Present at Mississippi Municipal League’s 2025 Mid-Winter Legislative Conference

Butler Snow attorneys J. Troy Johnston, Charity W. Karanja and Heather L. Smith recently presented at the Mississippi Municipal League’s 2025 Mid-Winter Legislative Conference on January 14-16, in Jackson, Mississippi. Johnston and Karanja led a presentation on Municipal Finance, while Smith gave a presentation to municipal attorneys on the statutory requirements for cleaning blighted private property in Mississippi.

The Mississippi Municipal League is a voluntary group of Mississippi cities and towns whose mission is to serve its members through legislative advocacy, optional benefits programs, training and educational opportunities and multiple publications.

Troy Johnston is a member of Butler Snow’s Public Finance, Tax Incentives & Credit Markets Group and focuses his practice on municipal bonds, public finance, economic development incentives and government relations. In his practice, he has represented cities, counties, community colleges, universities and other organizations across Mississippi.

Charity Karanja is a member of Butler Snow’s Public Finance, Tax Incentives & Credit Markets Group. She focuses her practice on public finance, economic development incentives, and government relations. She has served in multiple roles for public finance, new markets tax credit, and economic development matters.

Heather Smith is a member of Butler Snow’s Government and Regulatory Practice Group, focusing on public utilities and administrative law. She works primarily with local utility authorities, school boards and municipal governments on a multitude of issues.
