Her years of experience within the Public Utility Commission of Texas (PUCT), as one of the Assistant Attorneys General representing the PUCT in the Texas courts, and in-house with companies in the ERCOT market arm her with important perspective and understanding as she advises her clients. In addition to her role as a counselor, Jessica also enjoys her role as an advocate for her clients in contested cases at the State Office of Administrative Hearings, before state courts, and before state agencies including the PUCT and ERCOT.

- Works collaboratively with clients to craft and refine commercial strategies in compliance with market structure rules and regulations.
- Provided counsel in responding to regulatory investigations and requests for information from regulatory authorities.
- As in-house counsel for a large retail and generation company, provided regulatory counsel, oversight, and advice regarding wholesale generation operation and trading matters in ERCOT, CAISO, ISO-NE, and NYISO.
- Collaborated in the development of corporate strategy regarding proposed and finalized changes to statutes, rules, and protocols governing operation of competitive and regulated electric sectors.
- Managed regulatory proceedings and directed policy position for large transmission and distribution utility in Texas.
- Represented PUCT in administrative appeals of Commission orders, constitutional challenge to Public Utility Regulatory Act, and challenge to Commission rules.
- Represented Commission Staff in enforcement proceedings, including complex generation issues, suspected market manipulation, rate violations, and simple self-reported errors, at SOAH, in front of the Commission, and during settlement negotiations.
- On behalf of regulators, led investigations of alleged regulatory infractions by electric generation companies, transmission and distribution utilities, retail electric providers, water utilities, and telecommunications utilities.
- Negotiated voluntary mitigation plans for generators in ERCOT.
