Overview

Julie is a regulatory lawyer who has throughout her career represented companies involved in providing transportation services including motor carriers, private carriers, shippers, logistics, air service operators, airmen, aircraft owners, airports, and rail operators, providing regulatory and business counsel. She also represents public and private entities with government affairs consultation as well as economic development regulatory counsel and assists clients with strategic business and personal planning.   • Represents various transportation and related business companies assisting them with regulatory issues including autonomous vehicle contractual issues, independent contractor status, risk management, CSA system applications and changes to the SMS by FMCSA, and various operational issues addressing types of loads, Master Transportation Rail Agreements, and aircraft sales.
  • Represents major development projects (both public and private) involving public finance approvals and funding at local, state and federal levels as well as local and state authorization
  • Participates with Butler Snow’s Tort, Transportation & Specialized Litigation group on regulatory matters.
  • Practices administrative and regulatory law concentrating in DOT, FMCSA, FAA, TSA, NTSB, FRA, EPA safety compliance issues, licensing, permitting and authority issues, including investigations and audits.
  • Co-authored and managed the one-year effort to adopt the Metropolitan Charter for Shelby County and City of Memphis, 2012. 
  • Consulted for major airlines on aviation international environmental issues and airport access issues.
  • Instrumental in authoring and securing congressional passage of 1990 National Noise Policy, Airport Noise and Capacity Act of 1990.
  • Counsel to the Jacksonville Port Authority, Jacksonville Transportation Authority and City of Jacksonville, Florida. 
  • Regional Airport Counsel.
  • Lead author of Climate Change Technical Working Group report to Policymakers of the IPCC in 1995, which assessed transportations’ impact on the global atmosphere.
